Abstract

Oil and gas are non renewable natural resources which play important role to Indonesia’s economics. Besides being a main source of devizen for our country, oil and gas are also the major supplier of domestic energy needs and industry material in Indonesia. Thus, oil and gas resource management has to give maximum benefit for Indonesian prosperity. Policy that is made by Indonesian Government is to open investment for private sector, which is known as Contractor. Contractor responsibility to Indonesian Government is arranged in a contract of cooperation. At this time, contract model that is used in Indonesia is a Production Sharing Contract (PSC). Oil and gas working area X is managed by 2 contractors with funding pattern A and funding pattern B. On The funding pattern A, the first contractor is state company (PTPN) with Participating Interest 70% and second contractor is Contractor B with Participating Interest 30%. On The funding pattern B, the first contractor is state company (PTPN) with Participating Interest 53% and second contractor is Contractor B with Participating Interest 47% . Economic evaluation shows that the Funding Pattern A is better used in the development of oil and gas working area X because the investment risk is not too high. Based on government regulation, the Participating Interest from State-owned Enterprises (PTPN) must be higher than the private sector.
